Summary:

 

Attached for Council’s endorsement is a copy of the Minutes of the Nambucca River Estuary and Coastline Management Committee Meeting held on Wednesday, 12 May 2009.

 

The recommendations from the Committee which require an action or consideration of Council, are specifically brought to Council’s attention below:

 

ITEM 2 — (SF776) CONSULTANTS BRIEF DEEP CREEK FLOOD STUDY

 

MOVED on the motion of Cr Moran seconded Fay Lawson that the Consultants Brief for the Deep Creek Flood Study be endorsed.

 

MOVED on the motion of Cr Moran seconded Fay Lawson that the three (3) quotations be sought for the Deep Creek Flood Study.

 

ITEM 3 — (SF 1337) PROGRAM FOR THE IMPLEMENTATION OF NAMBUCCA RIVER ESTUARY MANAGEMENT PLAN GRANT FUND

 

MOVED on the motion of Cr Finlayson seconded Cr South that the proposed program for the $400,000 – Implementation of the Nambucca River Estuary Management Plan be endorsed.

 

MOVED on the motion of Cr Flack seconded Cr Court that the Committee have an opportunity to comment on the draft river bank restoration proposals prior to commencement or commissioning of the work

 

MOVED on the motion of Fay Lawson seconded Cr South that Council write to those groups (ie, Landcare, CMA, The Green Team, DECC) involved in works on or adjacent to the river to ascertain the success or otherwise of the restoration and improvement works that have been carried out on the Nambucca River and its tributaries.

 

ITEM 4 — (SF 1338) UPDATED LOWER NAMBUCCA FLOOD STUDY

 

MOVED on the motion of Cr Finlayson seconded Cr Court that the Committee note that a full Consultants Brief has not been prepared and three (3) quotations are not proposed for the project - Updated Flood, Hydraulic and Hydrological Study of the Lower Nambucca

 

MOVED on the motion of Cr Finlayson seconded Cr Court that the Project Brief for an Updated Flood, Hydraulic and Hydrological Study of the Lower Nambucca be endorsed

 

In Closed Meeting.

MOVED on the motion of Cr Finlayson seconded Cr Court that the proposal submitted by SKM for an Updated Flood, Hydraulic and Hydrological Study of the Lower Nambucca be accepted.

 

ITEM 5 — (SF 1184) NAMBUCCA COASTLINE MANAGEMENT PLAN STAGE 2 – COASTLINE MANAGEMENT STUDY AND POSSIBLY STAGE 3 COASTLINE MANAGEMENT PLAN

 

MOVED on the motion of Cr Finlayson seconded Cr Moran that the Committee endorse the seeking of an updated cost from SMEC (Australia) for the final two stages of the Nambucca Coastline Management Plan.

 

MOVED on the motion of Cr Finlayson seconded Cr Moran that once an updated cost is received a further report be prepared and presented to the Committee with funding options for the completion of the Nambucca Coastline Management Plan.

 

 

 

Recommendation:

 

1          That Council endorse the recommendations from the Nambucca River Estuary and Coastline Management Committee meeting held on Wednesday, 13 May 2009.

DISCUSSION:

 

A number of matters were discussed at the Nambucca River Estuary and Coastline Management Committee meeting held on Wednesday, 13 May 2009. Each of the matters were presented through detailed reports.

 

The minutes clearly identify the recommendations from the Committee to Council and are presented for endorsement.

The Nambucca River Estuary and Coastline Management Committee.

 

 

SUSTAINABILITY ASSESSMENT:

 

Environment

 

There are no environmental issues with the report.

 

The matters presented to the Nambucca River Estuary and Coastline Management Committee for consideration and discussion provided an assessment on the environmental impacts.

 

Social

 

There are no social issues with the report.

 

The reports presented to the Nambucca River Estuary and Coastline Management Committee provided an assessment on the social impacts.

 

Economic

 

There are no economic issues with the report.

 


 

Risk

 

There are no risks with the report.

 

 

FINANCIAL IMPLICATIONS:

 

Direct and indirect impact on current and future budgets

 

The matters discussed are currently budgeted for through Grant Funds and Environmental Levy

ADOPTION OF THE MINUTES OF THE PREVIOUS MEETING 6 APRIL 2009

 

The Minutes of the meeting of 6 April 2009 were presented to Council at its meeting of 16 April 2009.

 

MOVED on the motion of Cr Moran seconded Cr Finlayson that the Committee note Council’s resolution and adoption of the minutes for the Nambucca River Estuary and Coastline Management Committee Meeting held on 13 May 2009.

A Notice of Motion was received from Mr Ken Winton and seconded Mr John Monckton and circulated to Committee members.

 

The Chairperson ruled that the Notice of Motion was out of order and it was referred to the General Manager for action.

Amendment moved on the motion of Cr Flack seconded Cr Ballangarry that the Committee resolve into closed session with the press and public excluded to allow consideration of this item as provided for under Section 10A (2) (d) of the Local Government Act 1993 on the grounds that the report contains commercial information of a confidential nature that would, if disclosed (i) prejudice for commercial position of the person who supplied it; or (ii) confer a commercial advantage on a competitor of the Council; or (iii) reveal a trade secret.

 

The amendment was put and was carried.

 

The amendment became the motion and was:

The next meeting of the Committee will need to be held to ensure the timelines for both the Nambucca River Master Plan and the Nambucca Coastline Management Plan (Stage 1) are complied with, likely to be mid to late June 2009. The next meeting will be held in the Council Administration Centre, Macksville
