DISCLOSURE OF INTEREST

 

Councillor BJ Finlayson declared a non-pecuniary less significant conflict of interest in Item 10.6 DA 2010/221 - Report to Determine DA for Extension to Existing Pre-School - Valla Beach under the Local Government Act as Cr Finlayson advised that the granter of the easement is a client of his.  Cr Finlayson left the meeting for this item.

 

Councillor PF Flack declared a non-pecuniary less significant conflict of interest in Item 9.2 Transfer of the Macksville Showground to the Nambucca River District Agricultural Association Limited under the Local Government Act as Cr Flack as a family member occasionally sells or buys cattle at the Saleyards which are part of the proposed transfer. 

 

Councillor ES South declared a non-pecuniary less significant conflict of interest in Item 9.2 Transfer of the Macksville Showground to the Nambucca River District Agricultural Association Limited under the Local Government Act as Cr South is a user of the Saleyards.

ASKING OF QUESTIONS WITH NOTICE

 

Cr Flack asked the following Questions with Notice in relation to ITEM 11.2 Nambucca District Water Supply Steering Committee - Approval of Tender for Construction of Off River Storage:

 

1.                   How much is the addition capacity in the dam construction ie to enable future enlargement costing?

2.                   How much additional per day to fill a 4,5000ML dam?

3.                   How much additional pumping per day to fill a 14,000ML dam?

4.                   What amount of water will be lost through evaporation from the 4,500ML dam/ann and how much

            from a 14,000ML dam?

5.                   How much do we pump on average per day now?

6.                   If it is determined that a filtration plant is required, what would approx  cost be ie design, approval, construction integration with system?  How much power does a filtration plant require?

7.                   Why are the extraction rules for initial filling and ongoing top up accessing low flows rather than only medium and high flows? 

 

Answers to Cr Flacks Questions with Notice:

 

1.      How much is the additional capacity in the dam construction (ie to enable future enlargement) costing?

Note that the tower and foundations did not need any additional work to allow for raising – requirements for temperature differential and water retention dictated concrete thickness that proved sufficient for weight of raising.  Foundations were piled into rock for stability, earthquake loading, etc, so again was sufficient for weight of raised tower.

 

 

2.      How much additional per day to fill a 4,5000ML dam?

(Tables extracted from Revised Concept Design – PID, April 2011)

 

 

 

Pumping per day will vary from zero to approximately 20ML.  The amount allowed to be pumped on a particular day will be dependant many factors, including the flow rules.

GHD’s model of the system was described by others as being “simple”, but it covers some 60 to 70 scenarios (with 55 columns and 25,000 rows).  Thus, referring to daily average figures can be misleading. 

 

Pumping at 300 L/s for 7 to 8 hrs/day (average climate, not over-stressing the system) would fill the storage in 2 years.  Under this scenario approximately 6,200 ML would be pumped to the dam in a year.  This includes allowances for evaporation, water usage when flow rules do not allow pumping, etc, at an estimated cost of $300-$350 per day. 

 

In a long term wet period the storage could be filled in as little as 10 months by pumping for 24 hrs/day.  Costs would then obviously be much higher per day, but lower in total.

 

3.      How much additional pumping per day to fill a 14,000ML dam?

 

Expansion of the borefield was proposed to occur prior to raising of dam.  The current model does not allow this to be easily calculated.  If the borefield is not expanded and the above pumping rates are adopted, then it would take approximately 7 years at a similar cost per day as above (note that this doesn’t include any allowance for price increases, etc).

 

4.      What amount of water will be lost through evaporation from the 4,500ML dam and how much from a 14,000ML dam?

 

The 4,500 ML storage has surface area of approximately 60Ha.  Average evaporation over a year is estimated as being 3.0 – 3.5 mm/day Þ evaporation of approximately 2 ML/day.  Maximum daily evaporation will be over 4 ML/day.

 

A 14,000 ML storage would have a surface area of approximately 108Ha.  Average evaporation would be approximately 3.6 ML/day

 

5.      How much do we pump on average per day now?

 

Current average pump rate is 5 ML/day – Richard Spain to confirm.

 

6.      If it is determined that a filtration plant is required, what would approx  cost be ie design, approval, construction integration with system?  How much power does a filtration plant require?

 

The 2009 IWCM report states that a filtration plant should have a capacity of 16.8 ML/day to cater for future demands.  Such a plant was estimated to cost $23.4M (in 2009 dollars).

 

Power costs for such a plant are not known and will require further investigation.

 

7.      Why are the extraction rules for initial filling and ongoing top up accessing low flows rather than only medium and high flows? 

 

The same rules apply to initial filling as apply to long term operation (topping up) – these are as per the EIS, and agreed by agencies.

 

·         Do not pump between dusk to dawn when flow at the gauging station after extraction by upstream irrigators is between 80ML/d to 120ML/d during January to September and 40ML/d to 120ML/d during October to December.

 

·         Stop pumping to distribution system to meet existing demands when the flow at the gauging station reaches the 95%ile flow corresponding to that month.

 

·         Stop pumping to distribution system to meet future growth demands and to fill the off-river storage (ORS) when the flow at the gauging station reaches the 90%ile flow corresponding to that month.

 

·         The upstream irrigators and town water supply are allowed to extract up to 60% of the total daily flow provided other constraints are satisfied.

 

·         When off-river storage (ORS) is drawn-down to say 60% and the water supply is subject to level 4 and above restrictions, the previous rules are relaxed with pumping to water supply ceasing at 95%ile flow corresponding to that month.

 

·         Upstream irrigators are to cease pumping when the previous day’s affected flow at the gauging station reaches the annual 95%ile flow, which is about 10ML/d.

1          That Council accept the tenders received for all documented works required to complete the Bowraville Off-River Storage and Associated Works and award the contract to Haslin Constructions Pty Ltd for Package A and Ledonne Constructions Pty Ltd for Package B, further that the contract not be formally endorsed until receipt of the Minister’s Stage 3 approval.

 

2          That Council delegate authority to the Mayor and General Manager to sign Tender documents and issue the Letters of Awards.

 

3          That Council delegate authority to the Mayor and General Manager to approve variations provided they do not collectively exceed the provision for contingencies.

 

4          That all approved variations be reported to Council at least quarterly.

 

5          That a program of Dam Tours may be undertaken to enable interested persons to inspect and be briefed on the progress of this major infrastructure project.

 

6          That The Mayor and the Council will still seek to have the Country Towns Water and Sewerage Program subsidy determined from the total cost of the project, not the cost minus the grant from the Federal Government.

It is recommended that the Council resolve into Closed Session with the press and public excluded to allow consideration of this item, as provided for under Section 10A(2) (d) of the Local Government Act, 1993, on the grounds that the contains commercial information of a confidential nature that would, if disclosed (i) prejudice the commercial position of the person who supplied it; or (ii) confer a commercial advantage on a competitor of the council; or (iii) reveal a trade secret.

·    The Association supports the recommendation and is confident and relaxed about assuming responsibility for ownership of the Showground

·    The Association did not invite the offer but responded to Council’s offer in good faith

·    The Association intends to set about establishing funded reserves for the future

·    There are some outstanding matters under discussion

·    The Association expects all relevant files and manuals to be handed over

·    Thanked Council for its stewardship of the Showground and expressed confidence in the future of the Showground.

2          That Council endorse the Deed of Agreement between Council and the Nambucca River District Agricultural Association Limited as amended in conjunction with the transfer of the land.

 

3          That Council’s seal be attached as required to the transfer and the Deed of Agreement.

 

4          That the Mayor and the Council staff involved in the negotiations for the transfer of the Macksville Showground to the Nambucca River District Agricultural Association Limited be thanked for their contribution.
