Consultant - Event Strategy and Process Improvement
Nambucca Valley Council is seeking Expressions of Interest (EOIs) from suitably qualified and experienced consultants to lead internal and external engagement to develop and implement the Nambucca Valley Council Event Strategy.
This project aims to improve processes for events in Nambucca Valley by embedding consistent and user-friendly approaches. It will also establish a clear strategic framework to guide Council on how events are created, supported, and managed across the LGA over time.
The consultation requires strong input from internal stakeholders, event organisers, community groups, and local businesses.
The successful consultant will work together with an Event Coordinator for pilot event to test the process improvements and implementation. This project is funded under TfNSW Permit/Plug/Play program.
Project Overview
The project combines two key components. You can apply for one or both aspects of the Project outlined below:
- Process Improvement: Streamlining approvals (including implementation of Global Traffic Management Plans), improving internal coordination, and delivering practical tools for event organisers.
- Event Strategy: Creating a structured, long-term plan that defines Council’s vision, priorities, and approach to events.
Together, these elements will ensure both immediate and operational improvements and a clear strategic direction for future event growth and activation.
Scope of services
The appointed consultant will be responsible for:
Engagement and Process Improvement
- Designing and delivering an engagement plan across internal Council teams and external stakeholders.
- Facilitating an internal working group with representatives from multiple departments
- Leading workshops to map current processes, identify gaps, and co-design improved workflows, templates, and delegations.
- Undertaking targeted consultation with event organisers, community groups, and local businesses (e.g., surveys, interviews, feedback sessions)
- Supporting pilot testing of proposed improvements, including Global Traffic Management Plans and real-time feedback collection during a street-based event pilot.
- Supporting staff training and change management to embed new processes
- Evaluating outcomes and refining tools and processes based on feedback.
- Establishing clear and user-friendly processes and regulatory guidance on holding events.
Event Strategy Development
- Developing a Council Event Strategy that provides a clear framework for how events contribute to the community and visitor economy over time.
- Defining the purpose and goals of Council’s Events Program (e.g, economic development, community connection, cultural activation, place-making). Identifying the event mix and event locations across the Nambucca Valley
- Identifying priority event types (e.g., community, major, cultural, seasonal, business events) that help address outcomes identified in Council’s Community Strategic Plan.
- Funding and support models, including grants, sponsorship, and in-kind support.
- Identifying opportunities for event attraction and growth, including strengthening existing events and filing gaps in the events calendar.
- Embedding community and stakeholder engagement approaches into ongoing event planning.
Key objectives
- Streamline event approval processes and clarify roles and responsibilities.
- Improve coordination across Council departments.
- Deliver practical, accessible, and equitable tools for event organisers.
- Increase participation in events and local activation.
- Establish a clear strategic direction for events across the LGA.
- Strengthen community, cultural, and economic outcomes through events.
Consultant requirements
- Demonstrated experience in stakeholder engagement and facilitation
- Demonstrated experience in developing event strategies, cultural strategies, or similar frameworks
- Strong skills in process improvement, co-design, and service design
- Excellent communication, reporting, and project management skills
- Experience in managing events or working in the events industry will be highly regarded.
