First Scotts Head Master Plan PRG meeting held

Members of the Scotts Head community were excited to attend the first Scotts Head Master Plan Project Reference Group (PRG) meeting, which marked a step towards achieving a goal the community has called for.

In December 2025, Nambucca Valley Council kicked off the master plan project by inviting expressions of interest to the project reference group and last Thursday 26 March the voluntary group met for the first time.

Nambucca Valley Deputy Mayor Susan Jenvey opened the meeting, attended by representatives from Council, Reflections Holidays, and the Scotts Head community.

Nambucca Valley Council Director Engineering Services David Moloney said the first PRG meeting, facilitated by Locale Consulting, was an opportunity for the PRG members to get on the same page.

“It was a productive night where we discussed the master plan’s scope, timeframe and everyone shared what they wanted to get out of the plan,” he said.

“We are looking forward to engaging with the broader community to create the master plan together.”

Reflections Holidays Regional Manager Scott Burns said the holiday group - a Crown Land manager and social enterprise - was looking forward to collaborating with Council and the Scotts Head community.

“It’s heartening to see the enthusiasm of those at the PRG meeting as we work together to achieve a future vision for this coastal village,” he said. 

Scotts Head Community Group Inc Chairperson Tony Crimmins said: “The master planning process is a great opportunity for the Scotts Head community to review the current state and management of the town’s beautiful foreshore areas.

“Our community is really keen to have its say in how our foreshore areas and public spaces are managed into the future.”

The Scotts Head Master Plan is a Council plan aimed at providing a framework for better managing foreshore areas at Scotts Head and public spaces. Reflections Holidays has significant buy-in to the master plan process, contributing financially to the plan, and as a key tourism operator in Scotts Head, it has an interest in informing the process for improved community outcomes. 

There will be two phases of community consultation on the plan: initial engagement expected to be delivered from late April to mid-May 2026, with both an online survey and a face-to-face event on the 3 May 2026 where the plan’s themed elements will be outlined. This will be followed by a second phase of engagement, where different parts of the master plan will start to take shape, from late June to early July.

The PRG is scheduled to meet twice more, after each community engagement session.

Reporting the draft master plan to Council is expected to occur at the 28 October 2026 Ordinary Meeting of Council. Should Council resolve to exhibit the plan, a third round of community consultation and formal submissions to the plan will be invited in October-November 2026.

The Scotts Head Master Plan Project Reference Group consists of Nambucca Valley Mayor Gary Lee, Mr Moloney, Reflections Holidays Scotts Head Park Manager Caroline Winter, Mr Crimmins and community members John Schmidt, Nicole Lane, Eric Graham and Liam Swan.
