Invitation to join the Scotts Head Masterplan reference group

Scotts Head is a great coastal town bordered by beaches, Warrell Creek and Gaagal Wanggaan (South Beach) National Park.
Nambucca Valley Council General Manager Bede Spannagle said Council is developing a masterplan for Scotts Head to learn what foreshore and open space land management practices the community thinks are working well and what could be improved upon.
“Scotts Head has pristine beaches, a great surf break, beautiful estuary and a quality caravan park managed by Reflections Holidays,” he said.
“We want to build on these positives by putting into place a plan to better identify, coordinate, and communicate what the roles are of its three main land management stakeholders: Crown Lands, Reflections Holidays and Council.
“We also want to give the community the opportunity to have its say on what they feel is working well and what ideas, if any, they may have for improving land management at Scotts Head.
“If you are interested in joining a Scotts Head Masterplan Project Reference Group, please provide your expression of interest by 12 January 2026.”
The project reference group will help inform the preparation of the Scotts Head Masterplan and Council is hoping five community members will join the group: three community members, one youth representative, and one representative from Scotts Head Community Group.
The reference group will also have a representative from Crown Lands, Reflections Holidays, which is providing financial support for the development of the masterplan, and Council’s representatives Mayor Gary Lee and Director Engineering Services David Moloney.
The group will meet as required throughout 2026 and its role is to work closely with Council staff and the masterplan project consultants, Locale Consulting, to provide meaningful, representative input and feedback. The group does not have a decision-making role.
The whole Scotts Head community will also have the chance to have their say on the masterplan during initial community engagement scheduled for about March-April 2026 and then once the draft masterplan is exhibited, about August-September 2026.
